INTERVENTION IN FRINGE AREAS (MANGO GROVES, ORCHARDS, TANK AREAS, RAILWAY SLUMS, ROADSIDE DHABAS): An Approach to Redefine Rural Livelihood
Mission March 2015 To Achieve ODF Nadia
INTERVENTION IN FRINGE AREAS:
Mango groves and tank areas are places which are often frequented by villagers for the purpose of defecation. To stop this habit, the district administration has been chalking out various strategies. One of the most important strategies adopted by the district administration is Creating awareness in mango groves through displaying the banner. It has been decided that all owners of Mango/Litchi and other orchards will construct Toilets for their laborers out of their own cost.
INTERVENTION IN MANGO ORCHARDS
In a meeting with the owners of different mango groves it was decided by the district administration that for each 5 bighas 1 toilet will be constructed by the owners themselves by 7th of April. If the owners want, the construction work can be done by sanitary marts assigned by the district administration. The maintenance of the toilets constructed will be the sole responsibility of the owners of mango groves and the users. Moreover it was decided that a board of pride will be installed in the mango groves revealing the fact that not a single person defecates in open in the orchard area. Similar kind of awareness strategies were practiced with the owners of tanks. In a meeting with them, the tank owners, and cooperative societies taking the tanks in lease were directed by the district authority to construct toilet for the workers by 7th of April. The tank owners were directed to construct 2-3 toilets for larger tank areas, and 1 toilet for smaller tank areas. It was also told to the tank owners and co-operative societies that the district administration would not renew the lease with the tank owners who will not construct toilets in their respective areas. As told to the orchard owners, the tank owners were also told to install the board of pride in places where toilets has been constructed.
INTERVENTION IN TANK AREAS
The district authority also had a meeting with the railway officials, where the railway officials were asked to cooperate in the construction work of toilets, for families residing in the railway yards.
Meetings were also arranged with the owners of brick kilns and road side dhabas. Brick kilns are the areas inhabited by quite a large number of workers coming from different areas without access to toilets. As a result this labourer with their families defecates in open. So the owners of the brick kilns were called upon in a meeting by the district authorities. In the meeting they were asked to construct a toilet for every 10 laborers in the brick kiln area. The district authority has also decided that the defaulting brick kilns will be dismantled after the stipulated period of time. Notice has been issued to the brick kiln owners in this regard
BRICK KLINS ARE ONE OF THE MAIN PLACES OF OPEN DEFECATION FOR THE WORKERS
Similarly dhabas are the places, where people travelling through the national highway (NH 43) halt for a break and freshen up. So roadside dhabas are one of the most important places which should have access to toilets. But most of the roadside dhabas do not have access to toilets, and as a result people coming to the dhabas defecates in open. The district administration has taken initiatives to stop this, so a meeting was called upon to make the dhaba owners aware of this problem. They were asked to construct toilets wherever needed, separately for males and females, and clean the already existing toilets to make them usable. The district authority has also issed notice to the dhaba owners, that the dhabas not having proper access to toilets within the pre fixed time will be demolished.
